morris minor 1000 1098cc

My minor appears to be running too rich even after adjusting the needle jet up, it is causing it too hold back on full acceleration. Have replaced all engine electrics e.g. plugs, points etc as i thought it was that. but after a .run the plugs are still sooted up

Check that the shoulder of the needle is flush with the bottom of the piston.
Check that the choke control is fully off.

Welcome to the forum - rich mix is unlikely to 'hold it back under full acceleration' - but a blocked up air filter will certainly do that - and soot the plugs. Take the filter out and give it a good run. Also make sure the choke is going completely off.
