Fuel guage reading permantely full

I am trying to figure out why the fuel guage is always reading full. It was okay until I fitted some guages to the voltage stabiliser. The guages using the voltage stabiliser are water temp and volt/battery guage. The volt/battery guage is working perfect but I have noticed that the temp guage needle seems to flutter/pulses on the left hand side not really giving any temp guide even when car is warm. "fuel guage is always reading full" suggests the wire to the sender is shorting to earth.
Probably not the only possible reason, but well worth checking.

The voltage gauge should be wired across 12V not the 10V output of the v/s. Maybe this is affecting your fuel gauge.

As Mike suggests - the problem is likely caused by the extra connections on the vs. Remove them ! Does the fuel gauge work now? Then reconnect the temp gauge only and see if they both still work. Take the volts meter connection directly from a green wire connection - away from the vs.
