derusting chassis

hi there, i put her up on ramps today, and i noticed that most of the panels had this thin black layer of paint on them. i have been told that this is what was put on in the factory. if this is the case, then that's lasted long for 43 years! can anyone confirm if this is right?
either that or it's a thin black chassis paint, maybe similar to POR15 (paint on rust).
so basically, i started to wire cup brush a test patch near the o/s sill and stiff wire brushing. quite quickly i got to bare metal.
there was little flecks of stubbornness where the rust has got hold a little deeper but not much, i am used to this and have seen it when doing stone chip repair, and you really do need to get the whole lot out and back to bare metal.
i tried some jenolite on this. just the liquid. i think it's rubbish, can anyone confirm if they like it or not?
first it was no better than vinegar or coca cola, it just swirls around and produces some rust water. secondly, i left it on to dry. i tried to agitate it with wire wool, no real difference, the only way to remove the stubborn flecks of rust is to grind them out with a grinding stone on a drill or something like this.
also, a question - i left this jenolite on top of the bare metal test patch because i wasn't ready to prime yet. (not completely prepared this section for priming). i figure, since it's phosphoric acid, that a chemical reaction cannot occur with it on there so i left it to try on there, will it be safe, and not burn through? it says after drying after 15 mins to brush another layer of jenolite on, then wipe off. is that to remove the first application of it?
it seems to have turned the top part of the rust black and bare metal just duller. anyway, are there any better products than this jenolite, maybe more concentrated phosphoric acid, as from farmers shops? it would have been good to put something on the surface rust and phosphoric acid eat the rust and since it reacts to rust, then it will not eat at the bare metal?
anyway, i was surprised that underneath was not so bad at all, and i will have to have the car at hand and just work on it on ramps slowly but surely, i don't even think i would leave the jenolite on there before priming or even apply it right now, because i have zinc phosphate primer, and i think i would just go straight to bare metal with that. i really am not feeling this jenolite yet. can anyone shed some light on this? also, any recommendations as to what paints you use for each part of the car, diff etc, and leaf springs. and the under of the chassis? i think if things are done properly, the rust isn't coming back for a long time! i really can't believe someone would just paint over rust. yuk.
