best thing for new panels

whats best thing to do to new panels, i got a new front panel, should i sand it down to bare metal and etch prime it, or just rough it up and etch prime it

The black paint they come with is worse than useless but shouldn't be hard to remove.
Bare metal and etch has to be favourite.
Sanding may not be needed, try a thinners soaked rag.

well its been etched primed, do i need to normal prime over this before top coat (doin inside the panel)

it depends on what type of etch primer you have.
the stuff in spray cans sometimes is etch + primer. I've even had an etching filler primer.
the other issue is what colour is going on top - you should use the right colour primer depending on top coat colour (e.g. white red or grey primer).
If in any doubt, use a good primer over the etch.
