Type 9 output shaft

Hi all im using a Type 9 in a project im building.
I have a couple of questions.
firstly, I can only see one plug on the side to access the inner chamber, presumably this is for filling and checking the level. how do you drain the box?
the other question I have is regarding the output shaft. On my box it is a splined output and slips on and off freely (like a minor propshaft) there is what looks like half a bearing seat on the shaft. in this correct?

On the rubber doughnut is there any way to avoid the bolt heads hitting the rear of the housing? on my box by the time the "bearing seat" on the shaft is near the rubber seal in over the output shaft the bolt heads lock the output to the casing.
