It's the float chamber overflow outlet,
Should have an open ended pipe attached to redirect any an overflowing fuel down and away from the exhaust,

#5 being the fuel overflow/float chamber breather connection. # 7 is the idle mixture adjust. # 6 is the all-important connection to the rocker cover, and of course # 4 is fuel in.

Sorry to hijack your thread but i hace just started the minor up after being sat for a week or so n was having a play to getbthe timing/fueling running ok. Got it running and after about 10 mins of idling ran away with itself and had fuel running out of the overflow.

Best to start a new thread really.
It sounds like there is some dirt on the float valve stopping it sealing.
