A frame in the north east?

Does anyone happen to have an A frame that I can borrow to move a car 17 miles to my home in Peterlee?

You have to be very careful with A-frames nowadays - the car must be taxed and road legal (i believe) for as long as its wheels are on the road - it also has to have a working trailer braking system and lights, which probably involves some drilling of the bulkhead and a good few wires. The police are cracking down on this - if they find it to be unsatisfactory when they pull you over, you are not allowed to move the 'trailer' to make repairs, so essentially you're stuck with an untowable lump of metal.
I'd go with a properly equipped trailer large enough to carry a vehicle. (: Much easier/safer/etc.

Your 100% correct I have searched the legal implications of moving a vehicle with no MOT using trade plates, a-frame etc and the only fully legal way is trailer/transporter. Have arranged for one tomorrow.

can you use an A frame to tow a car that has tax and an mot and if you fit a trailer board is this ok

Short answer No
Thank to Euro beurocrats (spelling) the legislation is there to prohibit the use of A frames for anything other than recovery, by recovery this means to "only tow a vehicle to a safe place".
All these people with them on the back of their motorhomes are inadvertantly breaking the law even with them set up to utilise the towed cars breaking system is illegal since the breaking falls short of the required breaking efficiency.
