Brake problems

I am tring to get my 1965 morris minor back on the road after a 8 year lay off. Most of the brakes were soild, so the brake cylinders have all been replaced, together with the rubbers in the master cylinder. I then bled the system and the brake peddle went to the floor with no resistance.
I clamped all the hoses and pressed the brake peddel and it moved very little, i then unclamped each hose in turn and tried the peddel again, it moved a little further but would not go to the floor. What is the problem i am at a loss!
There appears to be no leaks and i have bled the system several times with no luck.
Has anybody got any ideas how to solve the brakes??
