You can get wipers at any Minor parts suppliers but you need to say which model it is as there are several types of wipers.
Hunted back through your previous postings and you need wipers for a 948 Minor.

I think you will find its an offence to drive round with a wiper missing.

It's also an offence to drive a car with an inoperative horn. But then again how am I supposed to know since it's also an offence to test it whilst stationary

As long as you have adequate vision - one wiper is fine. But as above - new arms and blades are readily available, possibly even in Hellfrauds!

The original Series MMs were only fitted with one wiper as standard, and I remember our old Austin 8 only had one wiper.

Only if the car was only fitted with one at manufacture otherwise it will fail an MOT.
If stopped you may get off with a warning for an iffy hooter but if you a missing wiper and said you hadn't noticed I think they would put you in for an eyesite test.
Reasons for rejection of Mot Test
1. Examine the condition, security and effectiveness of the wiper blades and their contact with the windscreen.
2. A wiper blade insecure, MISSING, deteriorated or which does not clear the windscreen effectively to give the driver an adequate view of the road (through the windscreen) to the left and right sides of the vehicle, as well as to the front.
