Club constitution rules ?

Hi, I was wondering if anyone has read a copy of the new club constitution rules. I was wondering what was the ruling on starting a new branch in the vicinity of an existing branch. I think it use to be you could not start a new branch within 30 mile of an existing branch. I also believe this rule was challenged when a branch was formed within the 30 mile rule. It was then altered in the new club constitution ruling. ??? Does anyone know?
