Locking Petrol Cap

I bought a locking petrol cap but I can't work out how you attach the gasket to the car. I bought it off ebay so here is the link so you can see what kind it is, easier than uploading my own photos http://cgi.ebay.co.uk/CBS-Locking-Petro ... 5190c30f81

You don't have to attach the gasket to the car, it sits in the metal ring as shown in the photo. You place the gasket and ring on the filler pipe and twist it into place, as with the normal cap. Then simply srew in the small screw sown in the photo which prevents the new rim being removed. The new cap is then just placed onto the new rim and locked into place with the key.

That looks like a normal Minor locking cap, I have them on my cars. I don't recall paying that much for them though.
