has anyone used vw hubcap clips on steel wheels? ie. the spare mgf wheel. if so how is it done?

I don't know if VW hubcaps have special attachments but if they are just normal hubcaps, you could drill, tap and fit three bolts at the correct pcd for the caps.
I've got MM hubcaps onto alloys this way, as per sig pic below
