Date of liability is when the tax disc runs (or ran) out. Not found means is proably been scrapped or lying in a garage somewhere and has been since around 1984 when the DVLA was centralised and computerised.

if its found but the date of liability is 11 years ago (about when it was written off) does this mean it has been scrapped or is still alive?

It doesn't mean either - It just means that is when the last tax disc ran out.... I don't know if the DVLA specifies on the record if a car has been scrapped or if it just says "not found". I've only ever scrapped one car and I can't remember the reg number to check....

we have scrapped L356FAN (saab) N870 JBJ (Ford) in the last 2/3 years if you want to check...

The saab is showing as 'not found', the Ford has a date of liability as 01/07/09.
