Rear Brake Cylinder. Mystery Clip

First time I have posted up anything on here, so hello everyone!
As part of a much larger restoration of my 1969 traveller I have stripped down my rear brake assembly, and have come round to putting it back together again.
In my box of parts I have a metal clip which appears to slide down behind the brake cylinder and hold it against the back plate. It is U-shaped - a bit like a tuning fork without the handle, if that makes sense. I only have one rather than a pair.
Is this standard?, or something that has been retro-fitted by a previous owner? I can't find reference to it in the manuals, and most parts places don't seem to sell them. Im happy to leave them out, but don't want to make the whole set up unsafe!
