Inertia Seatbelt fitting

I had look round inside my car and at the very basic fitting instructions for the belts, am I right to say that the seatbelt mounting holes are already there.

Not necessarily, as the seatbelt mounting points were first introduced in 1961. If you have a copy of the workshop manual details of the positions for the mounting points are in section R34.

Also if the car has had welding work to the sill region the holes may have been covered up.

Are we talking about inertia "reel" belts here? If so I thought the "reel" had to sit flat otherwise the belt wont pull out. I was about to modify mine so that the "reel" would sit in the centre of the pillar base. (its a 4 door) as the original belt mount is offset meaning people getting into the back would be tripping over the belt!

The original mountings would not be really suitable for inertia belts for the reasons stated by croft. You would have to reposition them to be in line with the upper mounting point. Also, there were never any rear belt mounts provided so these would have to be drilled out and reinforced etc....
