In line fuel filter may hold the answer!! Fuel contamination

Hi all
Have been telling you all about running issues with Patsy. Changing points, coil, etc... rebuilding carburettor, timing, mix etc... Not getting anywhere.
Well last Thursday we fitted an inline fuel filter and were shocked to find a mix of silt, water and fuel running through it!!
No idea how on earth the tank has become so contaminated. We think it's relatively new (5-6 years old) and was fitted by previous owners at a coachworks.
Any ideas how water could have got into tank?
We are going to remove tank and clean it / check it tonight.
Any tips? Other than the serious Health and safety precautions.
