It probably depends on what the outer skin is like, sometimes they are rusty at the curved side above were the repair section finishes.

I think you need to put some kind of anti rust treatment on before any filler because filler is porous and doesn't protect the metal at all.

And another thing!
Most under coats are porous too.
If you want to do a better repair I'd suggest you drill out those small holes on the outside skin so that only sound metal is left, then treat it, then fill it.
It wont affect the strength but will delay the appearance of bubbles in your lovely new paintwork.

I would bit the bullet here - it needs the front 6" of that door cutting off as well as the back otherwise you will be wasting your time and the rust will reappear very shortly

Hardly worth it if you're only doing it as a spare, just keep a look out for a decent one! If you insist though, follow the previously suggested advice and cut the front part of as well.
