Should the petrol cap have a retaining chain on it ?

Yes, unless it as been changed for a locking cap.
Original Series MM caps were hinged to the filler pipe

mines a locker and it has a chain on and im sure its origional as the key number is one in front of the ignition key but i could be wrong

As far as I know locking petrol caps were only ever an aftermarket accessory. I think the numbers are a co incidence.

its my boot key as well just wounder if at some time the last owner bought a lock set or something????

The original key nos. should be listed on the car's Heritage certificate
