Unusual dash panel, ID sought

Having bought this early dash panel at a car boot of all places, it was only when I got it home I realised it had a different fitting system to any I,ve ever seen before.
Instead of the usual tabs that bolt below the dash it has tabs with bolts on the ends and a bar with a stud on it across the back. I cant see any where that has been cut or ground to remove the typical fixing and the tabs do look factory.
Question is what have I bought? a very early one or a moddified one?
anybody know?

The chrome to the trim rings looks good under the paint.
