Is there any way of finding out who owns her now?

Date of liability 01 01 2009 shows that her tax ran out at the end of last year and has not been renewed.
You can contact the DVLA and for a small sum they can give you the details of the current owner, providing you have a good reason. Quite what they term a 'good reason' I don't know

Perhaps the fee is enough reason
