Is there any difference in a 948 cylinder head to a 1098 cylinder apart from slightly bigger inlet valves?
Can a 1098 head be fitted to a 948 if so is there any benefit?

In terms of fittings, no difference whatsoever. You can fit a 1098 cylinder head to a 948 (or a 1275 head if you wish-although some work around the valves is needed). Whenever you interchange heads and blocks you must fit the gasket that matches the part with the bigger bore.

(the bore is the same for 948/1098)

No - the 1098 bore is 65 thou larger than the 948 (which is same as 848). To answer original Q - the 1098 can be used and has better inlet ports and valves - but it has larger combustion chambers and must be skimmed ~ 60 thou if used on a 948 engine in order to bring the compression ratio up.
