Having never painted an engine before just a coulple of questions.

Does the brush on engine paint give a good finnish?. If not can it be sprayed (or is there a spray version avaliable.)

Is it best to paint the engine when it is complete (after therebuild) or before i bolt all the nice clean bits back together.

Is it best to remove all the old paint first (such as on the sump) or just rub it back and the paint over it?

In my experience the brush on engine paint gives a good
finish. As with all paint jobs the quality of the finish depends
on how thoroughly the preparation was carried out. If there
are areas of bare metal next to areas of old paint then they
are likely to be visible when repainted. I think that it is
preferable to paint the items before they are re assembled
because if you wait until the engine is all together it will be
impossible to avoid painting the visible edges of the gaskets
and this ruins the look of the engine.

The original engine green is available in spray cans, I bought some from the minor centre in birmingham but no doubt it is on sale elsewhere. I think it is made by Classic Colours, the finish is first class.
I usually paint fully assembled, minus ancilleries, it tends to give a 'sealed' look, but it's true that the gasket edges are covered this way. I will have to try the other way to see how it looks. The nuts and bolts however would need touching in.
