Legality of only seat-belt for driver

Greetings comrades!
Just preparing for imminent MOT and blow me the passenger seat belt on my Trav falls to bits! So I've removed it. Now I believe my 1963 Trav is not required to have belts fitted but I don't want to argue the toss with the tester. I think I'm legal with just one belt, but I wonder if I should remove the passenger seat just to make it look better. (Its got the rear seats out as well.)
What do you think of the matter? regards, MikeN.

you shouldn't have to argue - the computerised system should inform the tester if a rule applies or not. Belts on pre-65 cars are optional, but if they are fitted then the belt and mountings must conform to safety standards.

I passed an MOT this year with no passenger seat and belt - only because I'd not had time to fit it - but it was an LCV, and likely to have been made without one when it was made (originally a van, which later turned into a pick up)

Belts not required by law until 1965 but will be tested if fitted. Remove them and no issues arise for a 63 car.....
