I mean the bolts on either end that help hold the blade to the valance, I've tried undoing them with a normal spanner but the whole bolt is turning and as one end of the bolt is round and shiny i can't get anything to grip on it

..How do I get them off?

Angle grinder.
The problem you might encounter next is that because the holes in the blade have rounded the new bolts won't grip properly either, unless you're replacing the blade with a better one.

Ok, thanks guys, I'd love to replace the blade but i simply cant afford to buy a new one and can't risk it with the quality of new chrome. I'm taking it off because I need to repaint the valance.
I've just had a thought, maybe I could use the angle grinder on the head and cut a slit down the middle then treat it like a screw? if that makes sense..
