Will my horn work

Today I was dismantling the steering coloumn to change the steering felt and when I removed that half ring that holds the wire to the horn the inner plastic tube is broken, will the horn work without this? Thanks

can you repair using electrical/gaffer/elephant/duct/duck tape?
if the only purpose is to provide an electrical circuit?
