Bit of a pain to do right, but you did ask
Remove all the switches and knobs and polish with a felt buff wheel in a dremel type rotary tool. Or you can use 800 grit wet and dry used dry, and just sand along the panel in one direction only to create a fine 'grain', then polish with T-Cut/Brasso/Chrome Polish etc. The dimpled area around the speedo is best polished with a nylon rotary brush in a dremel type tool.

doesnt sound that much of a pain as I am doing this as part of a total rebuild so the panel is not in place I dont have a rotary tool is it possible to do it with a variable speed drill? Thanks

Probably OK with a flexible drive attached I would have thought.

You can't restore the area below the ign switch, only clean it up, as the pattern gets worn away by the keys swinging about. Unless you're lucky enough to have a car that has only been driven with the ign key!
