Water temperature sender

It seems I have a choice where to mount the teperature sender for my water temp. gauge. The thermostat housing has a take off which I've been using as well as the cylinder head, which has been blanked. Now my gauge has packed up I was wondering which would be considered the better (if either) to measure water temperature.

I think it should be in the cylinder head

If it is in the thermostat housing it will not register correctly until water is flowing there.
