Could be - but mostly likely is hesitant running/gasping that sort of thing. Put some oil in it!

It'll lean out massively, to the point of being undriveable. That's if the carb is set up correctly with oil in, I suppose if it's been running hellishly rich it'll still run without oil.
Without oil starting is a little tricky as the piston flutters a little varying the mixture, but it should tickover and hold a steady speed - The problem is you can't accelerate as whenever you open the throttle the undamped piston shoots up far too quickly causing the lean out.
