why brass screws in the floor?

Why is the transmission tunnel cover held down by brass screws rather than steel ones?

Rust is my guess, since they have to be removed - though that doesn't seem to have been considered anywhere else

Exactly, they knew that the covers would have to be removed regularly throughout the cars life and rust would have made this a severe problem
( it's tedious enough with the brass type)!

Is this an early v late thing? All mine are shiney steel bolts.
Perhaps a previous owner had put them in?

They should be brass, but don't worry, just remove them one by one and apply copper grease to the threads to ease future removal.
