What are you meant to do with this coating?
Do you prime over it, or does it have to be removed?

I would take it off, just incase it reacts with anything you put on top.

What is the best way to get it off.
I've still not fiited that engine GAS, and now it's below welding on my to do list.

If the black coating clogs up your production paper then wash it off with thinners as it will react with your further coats of paint. As Gas say's it pays to remove all paintwork on these panels and start with a known product. Heritage panels used to come with a holographic label saying that removing the paint would result in your warranty being void.

I've always taken that dull black paint off and etch primered. All due to a wing I put on an old metro I had that reacted so it's become habit now.

It's just that I've found that there are often rust spots underneath the black stuff, particularly with panels from one supplier. Leaves one a little paranoid, and not buying any more from them...

Another thing I might add to my list is the second "d" in add.
