I have a metro 12g940 head it has the two holes drilled for the heater takeoff valve, but the hole for the water to pass through appears blanked off. Can I just drill through this to connect my heater? how did the metro heater connect to the water supply?

I think they had a sandwich plate under the thermostat cover with an outlet for the heater.
Please see this link for general layouts.

Yep, the Metro had a sandwich plate on the stat housing. But you can drill the hole out in the casting, so long as you're careful and know what you're doing - I'm pretty sure the person who bought my Metro head did just that

Yes - just drill through - and run a tap down the two stud holes. They are threaded 1/4" unf (or should be) but will be in a bit of a mess. The actual valve will come very close to the battery tray and/or the battery. I use a very early short manual valve on here - it's never closed anyway.
