Try swapping the seats around to see if the passenger one does the same when it's on that side. If so, then the floor could be bent, if not, then the driver's seat frame is either warped or damaged in some way.

If you have bare metal you really require etch primer. This is provides a very good key onto the metal.
Primer is generally grey.
You can leave the windows in and mask around but it is better to take them out. Or you can put rope under the rubber to lift them off the body.
Put a good coat of primer on and then flat it with 400 wet or dry. Put another coat and do a another flat. The more coats the smoother the finish.
Top coats : You require enough to get a good covering. But again if you can put a base coat on and flat it with 800 you will get a better finish.
Use cellulose paint and you can always flat it with 1200, then T Cut for a super shine.

You could put it on with a brush but the finish will be poor or you would there for ever rubbing it smooth.
You really want to spray all the coats. Primer is easier to spray so it will be good practice before you get to do the top coat.

Yea - dellboy, I'd recommend spraying your primer as its great pratice and easy to do.
Avenger, don't spare too much on the qty of primer - I've actually gone thru 2½ 4ltr cans of Primer/filler but then I have been painting lots of extra panels and also putting panels in primer while I get around to working them which means they need more primer later.
For my top coat I have 4ltrs of Acrylic Lacquer, but since I'm doing a full repaint (inside, outside, engine bay, ute deck etc) I'll most likely need another 2ltrs.
