Hello Rekitup,
you cannnot buy cylinders, they are obtained as rental from BOC or Air Products. You then pay for the gas every time you go for a refill.
Although it can be more expensive to obtain than a MIG set I consider Oxy\Acetylene to have many advantages being that it is far more versatile. Brazing is one feature that is useful for many jobs and freeing seized nuts, rubber bushes etc is another. I have a cutting torch also which is handy for chopping thick material etc.
I also believe that it is easier to make sound welds than with any arc type welding, TIG excepted. It is especially good for exterior panel welds as it is softer so is easier to dress than MIG and there is far less grinding to smooth off the weld. (get the join very close and there is no grinding required at all)

As far as I am aware there are no laws regarding there supply. However a fireman friend said he would appreciate it if any people with compressed gas cylinders put some notice etc so if the fire brigade ever had to visit they would know that there is a potential explosion risk in the building.
I fell out with Air Products because their rental went up so much in the space of a year. BOC gave a much better deal (for Argon and Mig welding gas)
