Can anyone tell me if 13" Minilites will fit over Ford disc brakes?

Well - Fords (Escorts/Cotinas/Capris) all used to be 13" wheels - so seems likely.

Hmm, the brakes are based on Sierra. Did they ever run 13's?

The Sierra calipers and disc size are similar to the Escort MK1V parts we employ in our kits, which are designed to fit 13" rims. Largely depends on the offset.
