I was taught in the 60s they are anti rattle springs or anti vibration springs. Either beehive type or pin,coil spring and cup washer or U clip type used on commercials/buses.
The function is that when the brakes are in the released position it prevents the shoe vibrating against the backplate causing noise.
Hence the name "anti rattle springs"

OK, if mine start rattling or juddering I will fit them. But why are they not used on the front brakes, despite what the parts catalogue may show?

I don't know the answer but the front brakes are very different. Not only 2 cylinders rather than 1 but the front brakes are 2x leading shoes whereas the back are 1 leading, 1 trailing shoe. It may have something to do with it. Or perhaps it's down to the design of the backplate and the springs such that the shoes are already pulled hard up against the backplate.
