To be honest, I drilled mine out with a conventional hand-held electric drill, just gradually increasing the drill diameter until I had drilled the blanked area out. The screw threads for the mountings were oddly enough already there! 
Trouble is though (as you say) my heater is in circulation all the time now. But I don't mind as it helps the cooling of the engine in the summer, if not the cooling of the driver!
