My car was modified ( 
) at some point - a piece was cut out around the access hole in the floor so that you can get your hand through to fit the plug. A metal cover was made to go over the new aperture which is secured by two screws. Take out one screw and the cover swivels on the other to allow access. When the plug is fitted, I tighten the plug with a wheel brace.
