Taupe is correct (of course -- he is my hero. Have you seen his work in the Restorations area of this forum?)
The part at the tip of the blue arrow should be more or less flush with the flange on the inner guard. The flich panel when installed should sit nicely against the flanges of the inner guard and the outer sill.
I have pictures from my restorations of this area if you want to see how it all goes together.
