The Reg box isn't doing anything constructive - it's just holding (and maybe joining) some wires.

Have you checked the battery terminals are firmly (and cleanly) connected?
Try attaching a jump-lead directly to the earth terminal of the battery to the engine block somewhere (front plate?) to check for a poor earth route for the starter.
Most starters (unless they are of the pre-engaged type) have a square bolt on the exposed face, you could try turning that to make sure it is not jammed. Or try turning the starting handle gently to see if that may free it (if it is stuck) or rocking it in gear.
If it is stuck, it is wise to remove and clean the bendix gear with a brush moistened in petrol or paraffin, and the thread lubricated with pencil lead (graphite).

Had a quick look at the minor put a jump lead from the negative on the battery to the front panel didn't make a difference although I tried crossing the solenoid with a spanner I thought it would have been sparking mad but it wasn't although after really trying it sparked and started! Although still won't start with the key.The earth wire underneath connected from the gear box is brand new.

If it's a 'square' solenoid then yes - they DO fail. But make sure the body of the solenoid is well earthed to the body.
