948 brakes ( might have been upgraded in size if a 1098 engine ), are always a bit of a problem - they are small for a start. Set up of the fronts with the two cylinders is a bit tricky , especially with new linings and new drums, they take time to bed in ( I run mine on a bit of a quite test route , plenty of long , not too steep hills with traffic lights on the route) . I would bleed through all round - check the way of doing the rears on the message board here , and re-adjust the fronts to get the best balance between the pairs of shoes - check you have got the shoes the right way round , some shoes have the cylinder cut outs in both ends , but one of the edges ( leading I think ) sometimes works better with a mild chamfer on the brake lining stops it digging in and pulling.
