The car was stood up for a while though,

Stuch wheel cylinders are common.
Also the drums will corrode. Whilst the rust is being rubbed off into powder it can make a lubricating layer between the brake shoes and the drums. If the contact surface of the drums are rusty it is best to remove as much as possible with a wire brush.
You can also wire brush the brake shoes if they look glazed, however these days people try to avoid breathing in brake dust (due to the asbestos!)
What year is the car? If it has 7" front drums I always found them to be a lot less snappy than the 8" drums.
