I suppose it depends on the budget for the cross member. To see me through until I could afford a replacement, I would make two nice big patches from some decent 1.2mm steel. Clean out all the naff metal from the cross member and puddle weld the patches on either side. Then renew the bit along the bottom. I managed to pick up a couple of 2ft by 3ft off cuts from a steel merchants for nothing, which would be quite a cheap repair. Plenty of rust treatment, zinc primer and paint instead of that horrible sealer and it should last a few years.
