Mike, power in should be to the terminals on the right of the picture. If you get a zero reading when you earth the VS then I would assume it is shorting out to earth and would therefore need replacing.

I've never really understood why 'top' is important on these - presumably gravity acting on the bimetal element - but never had one open to investigate.

The wiring is correct, just got to check the top is at the top.

Latest installment. It does not make any difference which way up the voltage stabiliser is, if it is earthed it reads 0, if it is not earthed it reads 120.

They must have thought it was important for the stabiliser to sit up - or they surely wouldn't have marked it 'TOP'!

But as MP's VS is toast it won't make any difference - on a new one it probably will :-)
