Do vans have bolts on just one door or both? What does your van have where the bracket is in the photo?

production civillian vans only had the one up and down bolt on the drivers side door
the post office and gpo had the up and down bolts on the frivers side operasted by the rear door handle, also gpo had an extra top and bottom bolt on the passenger side rear door, post office also had a locking bar on the outside

Nothing. Just an unbroken expanse of top door surround. No sign we've been able to discover so far of anything having been removed or welded over. Quite odd, really.

It looks like if the bracket wasn't there, the bolt would still be up against the lip of the surround, thus preventing the door opening outwards. The door seal should stop the door opening inwards. Perhaps the bracket was a later modification to locate the bolt better and reduce rattling when the seal wears out?

The other possibility is yours once had a bracket but the spot welds broke and it fell off.
