I would agree with you Roy, about different front pulley. As mentioned earlier I have the A+ timing cover and the crank damper pulley. The timing mark on the pulley for TDC is about 11.00 oclock.

So I checked the timing mark against TDC in the front cylinder using a pencil down the spark plug hole to find TDC.

At TDC, the timing mark is at the twelve o'clock position.

So... can the pulley have been put on 180 degrees out,
No but you may not be on the compression stroke and therefore 180 degrees out you should feel the pressure by placing your finger over the plug hole or if you have the rocker cover off that both valves on number 4 are rocking.

Turning it 180 degrees will put 2 and 3 at the top! The pulley is obviously from a car where the timing marks are up on the timing cover!
