I'd be less than happy about an A series that couldn't get near hte peak power zone, even the roughest most clapped out ones I've driven have managed to rev well above 4.5k!
Could be ignition, including coil, could be fuel, could be a worn cam or springs. Checking the piston is rising fully, the spring is good and there's no major wear might help - If the piston is rising too far (spring) it'll be leaning out, too little and it'll start to starve the engine of air eventually.
Ignition wise if the dizzy has no slop in the bearings and it's all electrickery then king lead, plug gaps and coil would probably be my suggestions.

Any chance the electronig ignition isn't functioning correctly?

I will follow John and Rays advice. However, I would like to feel save when revving hard. I might take the head off to take a look.
The electronic ignition is working a treat, but I will check the timing again. Coil is a new one, but tested on the bench.
The carb should be all right, I have completely rebuilt it. Haven't got another dizzy sadly to try. Just the one off my sidevalve

Hold on - So it will rev over 4.5k, but it feels very rough?
Could it be a balance issue?

May be you actually have a broken valve spring - not common - but dangerous if it is. Pop the rocker cover off and inspect the springs carefully. A broken spring could be so slack it allows the collets to jump out - then dropped valve and big big mess !

BTW - the gauges are meters and the units of length are metres. If you're British.
