I can't speak with authority on that Pick-up but certainly the early Post Office vans had the wipers mounted on the roof like that. They also had an opening screen, so that was probably why. Maybe the vehicle pictured is a "bitza"? It is certainly an unusual vehicle.

Real... unlikely...
The reason for the roof wipers was because of the hinged opening windscreen which that doesn't seem to have ....
I believe the opening windscreen was a Post office requirement so did the PO ever have a pickup.....

Further investigations uncovered it was an inside job!!
