Did you clean up the threads in the block with a (used) tap and on the studs with a die nut?
If you did then they should easily screw in by hand.

Fair enough but where would I find a used tap? No I didn't have a tap or a die nut. It's immaterial now because the engine has since been completely rebuilt.

Pre owned 3/8" UNC plug taps and die nuts can be found on 'e' bay.
