That'll be zcars. I think it's about £8k for the whole lot, engine and all.
What about something similar for the Minor? Wind the power back a bit - 300bhp ought to be adequate.

You'd have to look at the 'points' system for modified cars to see if it needs an SVA or not. That's assuming you tell the DVLA about the extent of the modifications... 
I doubt a Minor would pass an SVA without some modifications, due sharp edges, non-collapsible steering column, etc.

As standard I think the 1.3i Coopers had a massive 63 or so hp..
Binning the injection and cat and sticking on a proper carb and better exhaust will see that rise a fair amount - The MG metro was putting out 10hp more a decade earlier, by not having silly black boxes and downdraught hateful inlet systems.

No - the emissions test goes on the age of the vehicle - OR the age of the engine if it's an (ahemm) 'old' engine in a newish car. So - 'old' engine in a recent Mini gets by with 'visual only' emissions test, and it's amazing how many old engine (numbers) there are out there. Likewise - my 'old' Mini (1970 Reg No - but new bodyshell) can have the last of the Injection engines fitted (but why would I want to!!) - and yet still would have 'visual only' emissions test and no need for a Cat either.
