This was always in the fuel filler neck and made it impossible to fill up at a petrol station. I had to put fuel into a jerry can then pour it in. Just pulled it out after a bit of a battle.

Looks very much like a home made 'Anti-Syphon' device to discourage fuel theft; I'm assuming the car hasn't got a Locking Fuel Cap, or perhaps this bendy wire predated a PO buying a locking cap :-?

I would say the original intent was that the pump nozzle would fit past the straight bit (on the top) but a syphon pipe couldn't get past the increasingly small coils.

Maybe to stop people putting a tube in to syphon fuel out possibly?

I did think that as it didn't used to have a locking cap but as you can just pull it out seems a bit pointless! If someone is happy to steal your fuel they'll be alright pulling a bit of wire out!
